What’s being built
Roughly 40 kilometres of the Trans-Canada Highway between Whitbourne and Chance Cove is to be twinned. The province cancelled the public-private partnership procurement in January 2026 and is now using traditional progressive contracts instead, which usually means the work is broken into packages that local heavy-civil contractors can bid. It sits inside a joint federal-provincial twinning envelope of up to $306 million, so no single value has been published for this stretch.
