What’s being built
Riverhead is the plant that treats wastewater for most of the St. John's area, and this phase adds secondary treatment to it. At least $139 million has been announced. Design and procurement are expected to take roughly two years before construction of about three more, so the site work realistically lands between 2028 and 2031. The dates here are the published estimate, not a signed schedule. When it starts it is process-mechanical work: pumps, piping, tanks, instrumentation.
