What’s being built
Gull Island is a 2,700-megawatt hydroelectric development on the Churchill River. A Definitive Cooperation and Implementation Agreement was signed in August 2026 with definitive agreements targeted for the end of that year, inside a package worth around $70 billion with up to $10 billion in federal financing. It is not sanctioned and it would not come online until 2036 or 2037. At peak it is projected to need about 5,000 workers, with 85 per cent of person-hours to stay in the province.
