NL Hydro has proposed an eighth unit at the Bay d'Espoir hydroelectric plant at a cost near $1.08 billion, with construction proposed to begin in 2028. An independent review by Bates White in 2026 challenged both the cost and the timeline, so this should be read as a proposal under scrutiny rather than a scheduled build. If it proceeds it is a long civil and mechanical job in a remote part of central Newfoundland.
